I did - I bought a full price, unlocked iPhone 13 Pro from Apple directly. I was still charged an activation fee because during the purchase Apple offered to “connect” the iPhone to my Verizon account and I checked that option. I was not told there would be a $35 activation fee for using that option until I got my final receipt.
